Overview:
Axient is seeking a Senior Systems Analyst to assist National Oceanographic and Atmospheric Association (NOAA) / National Environmental Satellite Data and Information Service (NESDIS) / Office of Satellite Ground Services (OSGS) in space to ground communications life cycle engineering consisting of transition from current C3 architecture to a next generationEnterprise Architecture based on new technologies:
Cloud native Software Defined Radios, Phased array Antenna systems, Space Based Data Relays via optical communications and the application of AI/ML in service of refining our services.
Responsibilities:
Analysis and generation of technical reporting products and presentations, market research, cost estimation, provision of oversight for Factory and Site acceptance and other IV testing activitiesEvaluate technical proposals and RFIsMonitor current industry trendsMaintaining the NESDIS RF Handbook and Master Antenna Data Spreadsheet through periodic edits and updatesOther technical activities as directedSupport OSGS in the Development, Modernization and Enhancement (DME) of new and existing satellite program Radio Frequency (RF) systems, evaluate current and emerging RF systems and technologies for use with current and future satellite missions, including NOAA partner and cooperative missions.
Support OSGS in its transition to a common service-based Enterprise Ground Architecture through the evaluation of commercial capabilities and their suitability for incorporation into the NCCF, provision of technical oversight to ongoing and future Antenna Modernization and Sustainment activities and analysis of emergent technologies to include cloud native Software Defined Radios (SBD), Phase Array Antennas and Space Based Data Relay (SBDR) technologies.
Support OSGS antenna system characterization, link analyses, and provide system engineering and project management support in the preparation of ROM costing, performance of technical Market research and in the conduction of Antenna and Ground System technical feasibility studies and analysis.
As part of this approach STC will create, collect, and generate data and reports of findings as needed or required.
Assist OSGS with planning, budgeting, executing and evaluating life-cycle upgrades to the ground TT subsystems and antenna infrastructure.
This will include studies pertaining to the evolution of the command and control to an enterprise system aligned with the NESDIS SIP/AOP Milestones and the Office of System Architecture and Advanced Planning (OSAAP) future enterprise architectural frameworkSupport engineering analyses and trade studies pertaining to the potential leveraging of TT solutions (both on-premises and cloud hosted) and antenna assets from commercial vendors, as well as those systems in use by partner federal agencies.

Direct, demonstrated and applicable Satellite Ground Systems Communication, Command and Control experience at level IVKnowledge of Satellite Communications and Antenna theory to include but not limited to:
Satellite link budget analysisSatellite ground systems signal processing architectureA/D conversion(de)modulation techniquesFrame processingDecryptionAntenna Control SystemsLNAs, HPAs, SSPAs, G/T and EIRP calculationsCommon antenna architectural designs and tradeoff considerations, all as applied to LEO/GEO/HEO/L1 orbital mission setsKnowledge of antenna system characterization, link analyses, and provide system engineering and project management supportConversant in Software Defined Radios (SBD), Phase Array Antennas and Space Based Data Relay (SBDR) technologies.
Expertise in Systems Design, Performance Analysis and integration, combined with high level of Technical Management skills in the field of satellite, wireless, RF and antenna subsystems for space application.
Must be a US Citizen or Permanent Resident / Green Card holder with at least 2 years residing in the US.
Desired
Experience:
BA/BS or higher in science, computer, engineering or related disciplines.
Good oral communication skills.
Conversant in MS office products, other relevant computer software application systems.
Must meet applicable COVID safety requirements and protocols.
Estimated Salary: $20 to $28 per hour based on qualifications.
