CWIP/Financial Analyst


Job Description:
This position will support the Resource Management Division an office within NOAA and the Office of Marine and Aviation Operations (OMAO) which is located in Silver Spring, MD.
The primary focus will be to eliminate the backlog of uncapitalized improvements on OMAO assets and support other financial management activities.
Duties include tracking cost analysis, documentation support, and capitalization of capital improvements and constructed assets.
In addition, examining accounting documents for proper accounting classification, authorization and type and amount of payment, obligation, billing and collection; compiles, processes, analyzes and reconciles a variety of complex transactions and accounts; establishes and maintains effective internal controls; resolves management and client inquiries and questions.
Activities include the collection, verification, compilation, and summarization of data or information, generating/processing/tracking, process routine actions, and assist higher-level specialists in more complex activities.
Required Skills:
BA/BS in Finance, Accounting or other related field US Citizen.
Public Trust Clearance.
Must have a solid foundation of finance/accounting principles, practices, and procedures to include specific experience with CWIP and asset management activities, Government financial management systems, budgets/appropriations, audits, property and asset management activities.
Shall have in-depth knowledge and experience with federal budgeting, financial management, accounting, and property protocols and procedures.
Shall have extensive experience and expertise in participating and leading diverse teams and in planning, executing, and reporting complex projects from defining goals, setting performance targets, and reporting execution results.
Shall have excellent communication skills and a proven capacity to work effectively and meet deadlines in person and remotely.
Must be extremely well organized with a specific focus on the details.
Desired Skills:
Experience with NOAA specific CWIP policies/procedures, Management Analysis and Reporting System (MARS) and other relevant NOAA systems/policies/procedures.
Knowledge and expertise in applying GAO, Treasury, OMB, DOC and NOAA regulatory requirements.
Knowledge of NOAA's financial management practices and reports.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
