ResponsibilitiesThis position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), with 2 vacancies in Silver Spring, MD.
As a Supervisory Physical Scientist, you will perform the following duties:
Direct the development and implementation of research programs, resources and operation.
Interpret policy affecting programs in National Oceanic and Atmospheric Administration (NOAA) research, development and transition portfolio; apply multidisciplinary science to develop program operations; evaluate management and programmatic goals, policies, operations; develop corporate policies and strategies for monitoring, evaluating and reporting on NOAA's research and development (R&D); oversee fiscal and resource requirements; and direct administrative functions.
Lead analysts responsible for strategic change to meet organizational goals and establish vision.
Implement and maintain operational strategic plans; develop logic models to link research inputs to research outcomes; and assist staff in short and long-term planning of scientific operations.
Participate in policy and planning activities to formulate operating goals and milestones to support the Office of the Deputy Assistant Administrator (DAA) science mission.
Ensure return on investment of NOAA line office activities, committees and councils within the DAA science portfolio.
Oversee quality briefing materials for the NOAA Research Council and its committees.
Direct activities to coordinate, monitor, evaluate, and report on R&D portfolio consisting of weather and air quality, climate, and ocean, coasts, and lakes research.
Interpret, evaluate, abstract, and communicate complex scientific information to senior leadership; and represent the DAA on various committees and councils.
Exercise the full range of supervision over a multidisciplinary professional and administrative staff.
Provide technical oversight and instruction; evaluate work performance, address poor performance and conduct concerns; select candidates for subordinate positions; recommend promotions, reassignments and awards; exercise personnel funding control for programs; adhere to non-discriminatory employment practices.

BASIC REQUIREMENTS:
This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified.
You MUST meet one of the following basic education requirements:
A.
Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
ORB.
Combination of education an experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
ANDSPECIALIZED
Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-5 or GS-15 level:

Experience:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service.
Providing scientifically based input into planning and designing, and implementing multidisciplinary atmospheric/oceanographic research for new or ongoing research and development (R&D) projects, including R&D transition and application;Planning and identifying research strategic goals and milestones; program financial resources; and administrative support requirements;Interpreting, abstracting and communicating complex research information to research stakeholder committees/managing boards; andAssigning work, setting priorities, and reviewing and evaluating work and performance of a multidisciplinary subordinate staff and providing performance feedback.
EducationCollege Transcript:
