Administer and coordinate a complex grants portfolio, and provide authoritative technical advice on all aspects of grants administration.
Plan, develop, and review grant funding requirements; and perform financial and administrative analyses of a variety of grants mechanisms to determine if costs are reasonable and allowable within prescribed policies covering items such as personal services, equipment, facilities, and other relevant factors.
Review and coordinate the business management activities related to the audit resolution of monetary and non-monetary findings identified in audits conducted in accordance with accepted government accounting standards.
Counsel and advise others including Federal staff, recipients, and applicants to accomplish program goals.
Keep supervisors and staff informed of administrative issues and developments.
Respond to questions and resolves problems for staff.
Provide leadership and significantly contributes to ad-hoc or regular workgroups.
Provide technical authority in the development and review of policy and procedural issuances from the Department, OMB and the agency.
Review and comment on proposed changes in rules or regulations, prepares presentations, special reports and training materials for staff.
Respond to letters, memos, phone calls, emails etc.
with grantee and Federal staff.

Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations eg, professional; philanthropic, religious; spiritual; community, student, social).

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service.
Specialized experience MUST include all of the following:
Provide advice and guidance in administering, reviewing, and monitoring Federal grants and cooperative agreements for compliance with award terms and conditions;Review complex grant and cooperative agreement applications using an electronic grants management system;Analyze financial statements and data for completeness and compliance with terms and conditions, and grant award regulations; andProvide technical assistance and information to internal and external customers regarding compliance with all applicable grants policies and regulationEducationEDUCATION:
