Budget Analyst, ZA-0560-4 (MAP)

As a Budget Analyst, you will perform the following duties:
Support internal and external audit efforts. Research and analyze accounting and disbursement issues. Prepare responses to audit questions using accounting principles from authoritative sources. Maintain a database of previous audit items for retrieval. Serve as liaison between auditors and program offices. Conduct financial risk assessments for program offices. Assist program offices with the development and maintenance of internal controls. Identify potential areas of non-compliance and modify processes/policies to bring into compliance. Advise leadership on all aspects of financial management. Gather and analyze budget data from automated financial systems to provide guidance in budget implementation and execution. Recommend courses of action to maximize the efficient use of funds. Participate in the planning of long-range program objectives. Develop internal controls and operating instructions for program offices. Analyze changes in program goals and appropriations to develop updated policies and revise financial operations. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Assisting in financial audits by gathering budgetary information and providing responses to auditor questions; Participating in financial risk assessments and assisting with correction efforts; Providing guidance on budget implementation and execution; and Assisting with the development of program objectives, financial/budgetary policies, and operating instructions.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
