As a Budget Analyst, you will be performing the following duties:
oApply knowledge of NOAA's budgetary, financial, and administrative operations to provide advice and interpretations of legislation and policies and precedents and perform routine budget and administration duties.oApply knowledge of appropriation life cycle and allocation to applicable lines of accounting.oCommunicate budgetary issues with management, staff and external organizations, and provides recommendations for priorities for use of financial resources.oDevelop budget operating plans and labor projections, and coordinate and process procurement, contracts, and inter-agency agreements.oPlan, enter, and track Budget Operating Plans (BOPs) for both incoming and outgoing funds ensuring that each is prepared according to budget authority and program requirements.oSupport financial audit requirements by gathering appropriate documentation in response to audit requests and data call requirements in order to explain the significance of special and recurring reports regarding the status of funds, obligation/expenditure reports, and variances. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-3 or the GS-11 level:
SPECIALIZED
Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Assisting in the development of budget operating plans and labor projections; Utilizing automated systems to input, review and analyze cost data for budget planning and execution; and Assisting in allocating appropriated funding for an organization. OR SUBSTITUTION OF EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EDUCATION AND
Experience:
A combination of education and experience as described above. Note:
Only graduate education in excess of two full years is qualifying for combination of education and experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
