As a Government Information Specialist, you will perform the following duties:
o Manage the Office of Law Enforcement's (OLE) record management program; update and implement plans and procedures for executing and managing record management policies, regulations, and retention schedules.o Process responses and release of information pursuant to Freedom of Information Act (FOIA) in a timely manner and in accordance with established procedures.o Review FOIA requests for completeness and adherence to the Department of Commerce (DOC) and the National Oceanic and Atmospheric Administration (NOAA) policies, procedures, and regulations.o Conduct studies to recommend program improvements.o Develop policy and procedures regarding the administration of FOIA, ensuring OLE-wide compliance with FOIA regulations and policies and resolve any process and policy issues that may arise.o Establish clear communication and enforcement of OLE's policy and procedures for controlling, processing, and responding to FOIA requests in coordination with DOC, NOAA FOIA Officer, the Office of General Counsel (GC), and NMFS regional and HQ representatives. The duties described are at the full performance level of the ZA-4 grade level, and the duties at the ZA-3 grade level are developmental leading to the ZA-4 level. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-3 or the GS-11 level:

Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Contributing to proposed FOIA release documents, packages, and appeals from denials of access to records requested under FOIA; and Providing technical advice and training on records management. OR SUBSTITUTION OF EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EDUCATION AND

Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Providing policy guidance and training on the maintenance of recordkeeping applications, regulations, and other technical procedures; and Establishing clear communication and enforcement of an organization's policy and procedures for controlling, processing, and responding to FOIA requests.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
